Actually it's a feature that prevents you from mistyping your passphrase since once you mistype it it's really easy to send coins to a different passphrase wallet. If you'd type SEA instead of SEE for example, then your coins would be in the SEA passphrase wallet and you'd be under impression that it's under SEE wallet. The double chack mitigates the risk of making the same typo twice in a row somehow
